Key Highlights of Rationalization 2025 for Teachers in Punjab
The School Education Department of Punjab has officially announced the Rationalization Policy 2025, which outlines the redistribution and adjustment of teaching staff across schools. The entire process will be carried out online through the School Information System (SIS).
This policy aims to address the imbalance in teacher distribution by ensuring optimal staffing in schools based on enrollment and subject requirements. Below are the major points of the new rationalization policy:

The entire rationalization procedure will be conducted online through the SIS platform to ensure transparency, accuracy, and ease of implementation.
πΉ 2. Senior Most Teachers to be Considered Surplus
Among the teachers in surplus categories, the one who has spent the longest duration in the current school will be marked as surplus.
πΉ 3. Voluntary Application Allowed
All teachers falling in the identified surplus categories will be allowed to voluntarily apply for rationalization to schools of their choice.
πΉ 4. Retiring Teachers Exempted
Teachers whose LPR (Leave Preparatory to Retirement) or early retirement process is underway will not be included in the rationalization process.
πΉ 5. Age Exemption
Teachers who are above 58 years of age will also not be included in the rationalization exercise.
πΉ 6. Gender-Based Adjustments
Male and female teachers will be adjusted only in gender-appropriate schools, i.e., male teachers in boys' schools and female teachers in girls' schools.
πΉ 7. Former MCL Teachers
Teachers from former Municipal Committee Lahore (MCL) schools will only be adjusted within the former MCL schools.
πΉ 8. Primary School Staffing
For primary schools, a minimum of 3 PST/ESE teachers is required for up to 120 enrolled students. For every additional 40 students, one more teacher will be allocated.
πΉ 9. Specialized Subject Teachers
Each school (based on approved posts) with up to 1,000 students will be allowed one EST teacher each for:

Physical Education

Computer Science
If enrollment exceeds 1,000, the number of EST/SESE teachers for Arabic and Physical Education may be increased to two.
πΉ 10. Secondary School Requirements
Schools with Matric or Technical Classes will retain two SSTs/SSEs for Computer Science.
πΉ 11. PSRP-II Schools
All teachers working in PSRP-II schools will be considered surplus and allowed to apply for rationalization as per available opportunities.
πΉ 12. Addressing EST & SST Shortages
In higher secondary and high schools, if SST (Science/Arts) teachers are required while ESTs are surplus, the shortage will be addressed first before adjusting surplus ESTs.
πΉ 13. Commerce, Technical & Home Economics Teachers
EST/SST teachers of Commerce, Technical, and Home Economics streams will not be rationalized.
πΉ 14. Merit-Based Placement
The SIS system will generate a merit list based on e-Transfer Policy 2024 and adjust teachers based on their preferences and eligibility.
πΉ 15. Final Approval by CEO
Once the applications are submitted, selected teachers will be notified by the CEO after verification of vacancies.
πΉ 16. QR-Coded Orders
All orders under the rationalization policy will be issued with QR codes via the SIS portal for authenticity and traceability.
